Prior to starting his own consulting firm in 2006, Mr. Barnard served as the Senior Vice President of Melwood, a not-for-profit Community Rehabilitation Program, located in Upper Marlboro, Maryland.  Along with a team of more than 500 employees, Mr. Barnard worked to meet the job training, placement, support, and employment needs of over 1,600 individuals with disabilities.

With more than 37 years of experience in Federal contracting and working for people with disabilities, Mr. Barnard along with his rehabilitation responsibilities managed and directed the Melwood Corporate Business Development Division. Today Melwood is considered the vendor of choice for over 60 Federal, State, and Commercial Service Contracts.  These include NASA, Department of Agriculture, United States Treasury, Federal Bureau of Investigation, Smithsonian Institution, BWI Airport, The Kennedy Center, three branches of the U.S. Military, and the General Services Administration.

Mr. Barnard has more than 20 years experience and lecturing both nationally and internationally at conferences and in university environments. Topics include; program development, strategic planning, business development and operations, social entrepreneurship and disability related topics.
 
In addition, Mr. Barnard is the chairman of the Baltimore Washington Corridor Chamber of Commerce and serves on the board of The Hope House, Inc. and is a partner in The Access Group Inc. He has also served on the board of the Prince George’s County Workforce Services Corporation, The Ann Arundel County Association for Retarded Citizens and the Maryland State Use Pricing & Selection Committee along with participating on numerous state and county committees dealing with issues affecting Maryland residents with special needs.

Roger London, Innovation Economy Program Director

Mr. Roger London is currently the Innovation Economy Program Director at Chesapeake Crescent Leadership Council. Prior to joining Crescent, Mr. London was Director of Technology Scouting at the Chesapeake Innovation Center (CIC). The Chesapeake Innovation Center (CIC) is a business incubator that serves as a hub of technology commercialization to generate new business formation in Anne Arundel County, Maryland. One of the focuses of the CIC is the development of firms specializing in homeland security technology, the first in the nation with this focus.
 
Mr. London worked within the venture capital, the needs/interest of the CIC’s Partners who include Northrop Grumman, ARINC, NSA, and Next Century.

Mr. London’s scouting and screening activities provided the CIC with viable technology companies to present to the Partners and/or become CIC Member companies.

Mr. London has been an investment banker and venture capitalist for 16 years, and a principal or advisor to hundreds of millions in government awards and transactions concentrating on the technology space over the last decade. Mr. London has also helped companies build business and revenue models; create investor presentations; find investor capital; improve financial strategies and structures; negotiate transactions; restructure debt and evaluate/recruit managers.

Following 9/11, he felt compelled to focus on homeland security, intelligence and defense applications. Mr. London was recruited to open an east coast office as sourcing Principal for Innovent Nokia, an innovation and venture capital investment arm of the large mobile telephone corporation. Innovent East opened in 2003 and, along with the nsa, were co-founding Sponsors of the Chesapeake Innovation Center.
